The original proposal of the Czech Minigolf Federation:

We propose Rulebok 2.3 World internation sport rules, par. 9.1 (Scoring) to be amended as follows:

"9.1 Each stroke counts as a point. If the ball still has not been holed after 4 strokes, another point is added. The highest possible score at one lane is 5. Also the score is 5, if a player stops playing a lane before he/she has holed out."

Reasoning:

We believe there is no particular reason for the maximum of strokes being exactly 7, rather than any other number. It is probably just a historical decision made by the creators of the modern minigolf rules.

Slow play and very long tournaments with "queues", when only one player on the course plays and everybody else waits for him/her to finish, contribute to our sport's not being very attractive for spectators. There is obvious need to make the game faster and our proposal could be one of the particular remedies.

Lower maximum of strokes would mean smaller gaps in the tournament results between the beginners and the experienced players = less frustration for the beginners, the sport would became more friendly to the apprentices.

Lower maximum also encourages more risk taking and aggressive approach in certain situations, making the game more spectacular.

We propose 5 as the maximum of strokes, because it is the lowest number selective enough for some felt lanes: if a player makes an initial mistake on lanes like Optical illusion or Boxes, he should still have a chance to finish the lane with less than maximum number of strokes, if he/she tries hard. With the maximum set at less than 5, such chance would be negligible.
